Selectmen Meeting Minutes 04/25/2011



                                                April 25, 2011


The regular meeting of the Board of Selectmen was called to order at 7:00 PM by Chairman Mayhew with Mr. Connor and Mrs. Chaves in attendance.  Mrs. Davies came into the meeting at 7:10 PM.  Mr. Goodnow was absent.

Mr. DiMartino – Road Committee Recommendations
Mr. DiMartino presented the Road Committee recommendations to the Selectmen.  He stated the Committee decided to concentrate on the major roads, collector roads and drainage problems in 2011.  A copy of the recommendations is attached.
On a Chaves/Davies motion, the Board unanimously voted to approve the Road Committee’s recommendations recognizing these are the goals of the committee and all roadways may not be completed during this appropriation.

Public Hearing – application of V & R Exports of Recycled Used Auto Parts, LLC d/b/a Marketplace Auto Sales for a Class II Used Car Dealers License, 799 So. Main St., Unit 17 D
Mr. Mayhew read the public hearing notice.
Mr. Valentine Kong appeared before the Board and stated he is renting office space at 799 South Main St., Unit 17D and is requesting a Class II License for this location.  He stated he will be using the Class II License to attend auctions and will be brokering the vehicles overseas.  No sales will be conducted at his office and no vehicles will be stored on the property.
Mr. Kong stated he received a Class II License in 2006 for 45 Pulaski Blvd.  That property was sold and he did not renew his license.  That property is now the location of Advance Auto Parts.  Mr. Kong stated his hours of operation will be Monday – Friday: 9 AM – 7 PM; Saturday & Sunday: 9 AM – 5 PM.
Mr. Mayhew asked if there was anyone in attendance who wanted to speak on this application.  No one responded.
On a Connor/Chaves motion, the Board unanimously voted to close the public hearing.  On a Connor/Davies motion, the Board unanimously voted to approve the application of V & R Exports of Recycled Used Auto Parts, LLC d/b/a Marketplace Auto Sales for a Class II Used Car Dealers License, 799 South Main St., Unit 17D with the following stipulations:  office space only, no vehicle storage and no on-site sales with hours noted above.

Planning Board Associate Member (joint appt.) – Roger Oakley
Mr. Pappas represented the Planning Board and stated the members had voted unanimously to reappoint Mr. Oakley to the Associate Member’s position.  Mr.

Pappas went on to state that Mr. Oakley was serving an unexpired term, replacing John Sexton and the board members feel he brings a lot of experience and knowledge to the board.  
On a Chaves/Connor motion, the Selectmen unanimously voted to reappoint Mr. Oakley as the Planning Board’s Associate Member for a three-year term per the unanimous recommendation of the Planning Board.

On a Davies/Chaves motion, the Board unanimously voted to approve the 2011 poll worker appointments as recommended by the Town Clerk.

On a Chaves/Davies motion, the Board unanimously voted to reappoint Sheila Vicini for a three-year term as a Town Common Trustee.

On a Connor/Chaves motion, the Board unanimously voted to accept the April 4th minutes as submitted.

On a Davies/Chaves motion, the Board unanimously voted to schedule a Special Town Meeting for June 13, 2011, 7:00 PM in the Municipal Center Arcand Meeting Room to include one article – “Middle School Boiler Project”.

On a Chaves/Connor motion, the Board unanimously voted to amend the Selectmen’s recommendation for the FY2012 School Budget by decreasing the Transportation Budget by $100,000 and increasing the Operating Budget by $100,000 with the caveat that discussion takes place with the School Administration regarding restoring the School Resource Officer position.

Mr. Fraine requested an Executive Session to update the Board regarding contract negotiations.  Members of the Board were polled with all voting in the affirmative.

On a Connor/Davies motion, the regular meeting was adjourned at 8:25 PM.
